In Kawasaki, there is a high concentration of cutting-edge environmental
technology. It is to the great benefit of world environmental measures
that by utilizing these characteristics and strengths to be a model industrial
city with low carbon emissions, natural resources and energy.

In the Kawasaki coastal area, plans are underway to construct a 20-megawatt photovoltaic power plant, one of the largest in Japan, with the aim to begin operations in 2011.

| Energy conservation |

The thermal power station is introducing highly efficient electric generating facilities, as well as engaging in the “Steam Net” project that supplies steam to factories nearby, thus reusing energy.

| Reduction of CO2 emissions |
 |
As one of Japan’s largest scrap dissolving facilities, it reduces CO2 emissions by half that of a conventional blast furnace.

Promoting virtue and harmony between environment and the economy, and engaging
the entire city in the development of a sustainable society on a global
scale, are based on the following three fundamental concepts:
1. Employ the characteristics and strengths of Kawasaki City to promote global warming countermeasures.

2. Contribute internationally through environmental technology.

3. Engage in the reduction of CO2 levels through various cooperative efforts.

| We are promoting international environmental measures beginning in Kawasaki, such as conducting the Asia-Pacific Eco-Business Forum in Kawasaki City. |
| • Participation in the United Nations Global Compact |

| Kawasaki city is the first Japanese municipal body to participate in the United Nations Global Compact, which supports and aims to carry out internationally established principles on human rights, labour, the environment, and the prevention of corruption.
In activities that embody this philosophy, Kawasaki City has put forth its own “Kawasaki Compact,” and through collaboration by various entities, including private companies and city residents, it making concerted efforts to solve global environmental problems, such as by developing various projects and policy proposals. |
