The City of Kawasaki's 2008 Comprehensive Disaster Prevention Training
  Basic Policy 1: Safety & Well-being „Ÿ„Ÿ Comfortable & Secure Living Environment  
  In order for citizens to live with their minds at peace, Kawasaki strives to create a safe and secure living environment for the community. Kawasaki also strives to promote and enhance risk-management systems and to improve the earthquake safety of buildings in order to protect lives, property, and commerce from disaster, crime, and accidents, as well as to respond promptly and appropriately to emergencies when they occur.

In addition, Kawasaki promotes the improvement of traffic conditions, including the improvement of safe and secure urban infrastructures. This includes giving consideration to the creation of a safe environment for bicycle use.
