Saiwai is a word that literally means fortune and happiness.Saiwai Ward was known by the name Komukai in the past, a village famous for its Japanese plum trees. It was renamed Saiwai in celebrating Emperor Meiji's royal visit to the village. Saiwai is truly a ward with two distinct faces. First, the urban development surrounding Kashimada, Shin-Kawasaki, and the west exit of JR Kawasaki station that is also the location of the MUZA Kawasaki Symphonall Hall--center of the city's "Kawasaki-City of Music" concept-- and second, the ward's lush natural surroundings, which includes the Tama River, Tsurumi River, Yagami River, and Kaseyama-no-Mori, where Yumemigasaki Zoo is located. Additionally, a large shopping and entertainment complex, Lazona Kawasaki Plaza, as well as its multi-purpose hall, Lazona Kawasaki Plazasol, were newly opened by the west exit of JR Kawasaki station in September 2006, bringing in more visitors and shoppers to this already vibrant neighborhood.
In order to help counteract the rapid aging of society, Saiwai Ward is putting a great deal of effort into policy that supports child care in the community, and support for citizen activities that contribute to urban planning through the cooperation of area residents and the city administration.
