FY1999 Representative Assembly Proposals

  1. Promote multicultural understanding among schools, parents, community residents and citizens

  1. Establish a medium for parents, foreign residents and Japanese residents to meet and discuss in order to put forward the Kawasaki City Basic Policy on Foreign Citizens' Education - Toward a Multicultural Society, in schools, as well as throughout Kawasaki City.
  2. Anticipate the activities of each PTA organization to be conducted with a vision of a multicultural society.
  3. Appeal the participation of parents and community residents in the international education conducted in schools, along with further improving the learning projects offered at Civic Halls, etc., which are aimed at promoting mutual understanding between foreigners and Japanese residents.




  1. Widely publicize the consultation services provided for foreigners, especially among foreign residents living in the community

  1. Produce multilingual posters advertising the foreigners consultation services on community life and education. Display posters in a wide variety of places such as at information sections of public facilities for foreigners, at schools and on local government public notice boards, etc.




  1. Strive for the elimination of discrimination based on nationality in employment based on nationality (goal)

  1. Work for the complete abolition of the Citizenship Clause in the appointment of Kawasaki City employees.
  2. Promote education concerning the elimination of discrimination in employment and proper labor conditions in the private sector.





  1. Appeal to the Ministry of Justice for administrative reform in immigration control so that foreign residents may live without anxiety(supplementary opinion to FY1997 proposal)

  1. Actively publicize multilingual information on the various procedures for foreigners, such as visas and foreign registration; endeavor to educate the staff who have contact with foreign residents in international understanding and improve their sense of respect for human rights.
  2. Ease conditions for entry and period of stay, and guarantee the right of families to reunite based on international human rights agreements and the Convention on the Rights of the Child.
  3. Abolish the re-entry permit system and guarantee exit and rerentry within the valid period of stay.
  4. From the position of equal human rights for both foreign and Japanese residents, make the penalties within the Alien Registration Law equivalent to those of the household registers.
  5. Abolish the mandatory obligation to carry the alien registration card at all times.
