New Registration

Foreigners who plan to stay in Japan for more than 90 days must register as a foreign resident at their local municipal or ward office. The application must be made in person, while for those who are under 16 years of age, adult family members of the same household must apply on their behalf. A Foreign Resident Registration Certificate will be issued after registration procedures are completed card type for those age 16 and older and folded sheet type for those under 16.

Application Period

New Entry into Japan
  • Within 90 days of entry
Birth in Japan
  • Within 60 days of birth
Renunciation or Revocation of Japanese Citizenship
  • Within 60 days of renunciation or revocation

Required Items

New Entry into Japan
  • Two photographs (for those age 16 and older only)
  • Passport (for those possessing one)
Birth in Japan
  • Birth certificate or similar document
  • Passport (for those possessing one)
Renunciation or Revocation of Japanese Citizenship
  • Documents certifying the renunciation or revocation of Japanese citizenship
  • Two photographs (those age 16 and older only)
  • Passport (for those possessing one)
  • Application is not required for those who will exit the country within the above specified application period.
  • Photographs should be:
    1. Taken within the last six months
    2. 35mm in width x 45mm in length
    3. Showing a frontal view of the upper body without a hat or anything in the background
