Alien Registration
Foreign nationals intending to reside in Japan for a period of 90 days or more are required to register at the ward office.
Dual nationals holding a Japanese passport do not need to register.
Initial Registration (upon entering Japan/birth of a child)
Foreign nationals intending to reside in Japan for a period of 90 days or more must register within 90 days of entering the country. Alien registration for children born in Japan must be completed within 60 days of the birth.
Both registration of foreign nationals intending to reside in Japan and the registration of children born in Japan can be done at the Residents Desk (Ward Residents Section) of the ward office.
(Residence status for children born in Japan must be established within 30 days of the birth).
Alien Registration upon Entering Japan
Documents required for registration are as follows:
- Passport
- Two photos(4.5 cm long X 3.5 cm wide)
Photos are not required for children under 16.
Registering the Birth of a Child/Other Related Documentation
Register the birth of a child at the ward office within 14 days.
The following documents are required for this procedure:
- Birth certificate (signed by either the doctor or nurse who supervised the birth )
- Mother and Child Health Handbook
- National Health Insurance certificate (if you have)
- Personal seal (if you have )
The alien registration procedure for a child can be completed once registering the Birth of Child. Alien registration can be carried out for a child regardless of whether or not the nationality or residence status of the parents is known. Also, you can register the child even if the child’s residence status has not yet been established. Register the alien registration in advance.
Residence status for children born in Japan must be established within 30 days of birth. Be aware of the deadline.
Note that the alien registration certificate is required to establish residence status for the child.

Certificate of Alien Registration (card)
Foreign nationals registering as residents of Japan receive an Alien Registration Certificate.
The Alien Registration Certificate serves as identification in Japan.
People 16 years of age or older must carry this card with them at all times.

Certificate of Registered Items (Toroku Genpyo Kisai Jiko Shomeisho)
The Certificate of Registered Items serves as official proof of the items listed on your Alien Registration Certificate.
This document is required to join a school, get a job, open a bank account, sign a contract for a mobile phone, etc.
The Certificate can be obtained at the ward office or at the Goverment Services Office. Note that a fee is charged.

Making Changes to the Items in Your Foreign Registration Certificate
Report any changes to the items listed on your certificate, such your nationality, address, occupation, residence status, name, company, etc. within 14 days of such changes to the Residents Desk (Ward Residents Section) of the ward office.
Required Documents
- To update your residence status
Once you have secured the proper authorization from the Immigration Bureau, take the Change of Residence Status Certificate, which can also be obtained at the Immigration Bureau, and your Alien Registration Certificate to the Residents Desk (Ward Residents Section) of the ward office. - To update your period of stay
To update your period of stay, you must do so at the Immigration Bureau within 30 days of the expiration of your current period of day. Once you have secured the proper authorization from the Immigration Bureau, take the Change of Residence Status Certificate, obtained at the Immigration Bureau, and your Alien Registration Certificate to the Residents Desk (Ward Residents Section) of the ward office. - When any changes or mistakes occur with regard to your name, sex, date of birth, nationality, occupation, or your place of employment
Notify the Residents Desk (Ward Residents Section) of the ward office within 14 days after changes or mistakes. Bring your passport, two photographs and your Alien Registration Certificate (photographs are not required under 16). - If your Alien Registration Certificate is lost or damaged
You need to have it re-issued at the Residents Desk (Ward Residents Section) of the ward office. Bring your passport, two photos, and your Alien Registration Certificate (photographs are not required under 16). - Renewal upon turning 16
People turning 16 are required to appear at the Residents Desk (Ward Residents Section) of the ward office within 30 days of their 16th birthday. Bring your passport, two photographs, and your Alien Registration Certificate.

Renewing Your Alien Registration Certificate
On your alien registration certificate there is a notation that reads “Renew Within 30 Days Starting From….” Check the details of your registration and renew your certificate at the ward office within the specified period.

Peaple turning 16 must complete the required procedure within 30 days of their 16th birthday.
