Japan, as the only country to have suffered a nuclear attack, must communicate loudly to the people of the world the horror of the atomic bomb and the agony of its victims, and must never allow the disasters of Hiroshima and Nagasaki to be inflicted again on the earth. This is a universal ideology that mankind must observe and is the only bequest we can leave future generations.

To ensure adherence to Japan's Three�@Non-nuclear Principles, achieve disarmament involving the abolition of nuclear weapons by the Nuclear Powers,and arouse public opinion to strive for the eradication of nuclear weapons on the basis of international solidarity and democratic principles,the City of Kawasaki hereby declares itself a city devoted to peace and the abolition of nuclear weapons.
