It was opened on May 1979 in commemoration of a change of Kawasaki City into a designated city by a government order. It is at a corner of Tama hill and have 30,000 square meter of ground. It takes advantage of greens and sunshine and makes best use of surplus energy which is generated at Tachibana Process Center of Living Environment Bureau right next to it. It is a complex facility for "Culture" and "Health" designed for any citizens from kids to old people, who can enjoy their time there.
