How do foreign residents enter/withdraw from the national pension system?

Answer

Foreign residents can enter and withdraw from the national pension system through the following procedure. Note that the required items vary depending on the situation.

1. Submission Period: In principle, within 14 days of circumstances occurring.

2. Inquiry Window: Ward Office, Civic Affairs Section (Kuminka), or Branch Ward Resident Center (Shiso Kumin Center)

3. Submission Method: Submit directly at the window.

4. Reception Time: Monday – Friday 8:30 a.m. – 5:00 p.m.
Second and fourth Saturdays: 8:30 a.m. – 12:30 p.m. (Ward Offices Only)

5. Closed: Saturdays, Sundays, holidays, and December 29 – January 3 (Ward offices are open on the second and fourth Saturday).

6. Required Items for Submission
(1) For Foreign Residents Entering into National Health Insurance
A. Resident Card (Alien Registration Certificate)
B. Seal (For Those In Possession of One)
C. My Number Card or Notification Card (For Those in Possession of One)
D. Certificate of Forfeiture of Workplace Health Insurance (Shikaku Soshitsu Shomeisho)
E. Visa, Student ID, etc.
F. A Kanagawa Prefecture Resident National Health Insurance Card (if you have already entered into national health insurance within the same household)
(2) For Foreign Residents Withdrawing from National Health Insurance
A. Resident Card (Alien Registration Certificate)
B. My Number Card or Notification Card (For Those in Possession of One)
C. Workplace Health Insurance Card or Health Insurance Qualification Certificate
D. Kanagawa Prefecture National Health Insurance Card
*If the person submitting the notification is not the applicant withdrawing, or is not a member of the same family, then a letter of attorney and documents verifying your identity are required at the window.

7. Eligibility Requirements: A foreign person who is a registered resident of the city (those who have resided here for more than three months since their residential status has been approved). Even if the period is under three months, those who have a resident status in entertainment, technical internships, as a dependent, for designated activities, and individuals who are permitted to stay in Japan for more than three months (with provable documents) are eligible to apply.
You may not apply if your purpose for residing in Japan is to receive medical care.
 You do not need to enter into national health insurance if you have been issued a certificate of applicability (tekiyo shomeisho) for social security agreements from the USA, Belgium, France, the Netherlands, Czech Republic, Switzerland, Hungary, and Luxembourg.
