About the "Functional Renewal" of Shin-Kawasaki SOUZOU-NO-MORI
In August 2023, Kawasaki City and Keio entered into the Agreement on the Functional Renewal and Related Matters of the Shin-Kawasaki SOUZOU-NO-MORI District. Through this collaboration, they compiled the Basic Concept for the Functional Renewal of Shin-Kawasaki SOUZOU-NO-MORI in April 2024.
Based on the framework set out in the basic concept, the Quantum Innovation Park centered on Shin-Kawasaki SOUZOU-NO-MORI and Keio's vision of a globally competitive research and development hub are highly compatible and can generate strong synergies through collaboration. With this integrated perspective, Kawasaki City formulated the Basic Plan for Developing an Innovation Hub for the Functional Renewal of Shin-Kawasaki SOUZOU-NO-MORI in March 2026 to ensure the renewal is implemented concretely and steadily.
Based on this basic plan, the City has selected the development and operation partner for the Shin-Kawasaki SOUZOU-NO-MORI Innovation Hub Development Project and has designated the preferred negotiating rights holder. The new hub is scheduled to open by the end of fiscal 2029.

The Growth Engine of the Innovation Ecosystem
"Urban PoC / Social Implementation Hub: QBIC"
Our group will establish QBIC (tentative name), an urban PoC and social implementation hub responsible for demonstrations and co-creation at the phase closest to real-world deployment, and build a collaborative framework that complements the efforts of national research institutions and private companies.
In addition to developing a physical research environment, we will attract companies and talent related to quantum and related fields, and with research institutions and companies both inside and outside the city, promote collaboration and co-creation. In addition, to help move projects from PoC to commercialization, we will systematically develop talent development and support systems, fostering an environment where innovation continues to emerge.
Expanding Activities Originating from Shin-Kawasaki SOUZOU-NO-MORI
Toward a Wider and International Quantum Ecosystem
With QBIC at the core, we will collaborate with R&D hubs and companies in the city to build the foundation of a Quantum Innovation Park where research, demonstration, and education projects mutually reinforce one another. QBIC will be positioned as an intermediate hub connecting "basic research" and "companies applying quantum technologies", reliably bridging research outcomes from PoC to social implementation.
Through these initiatives, activities originating from Shin-Kawasaki SOUZOU-NO-MORI will expand across the city and gradually develop into an internationally connected quantum ecosystem.
