Proposals

Deliberated issues are reported to the city mayor, together with our opinions. Proposals of the assembly are used for education of children, etc.

1. Board of Education to set up a system to promote overall deeper mutual understanding between foreign and Japanese children in education.
2. Enactment of provisions to end discrimination in rental housing to be incorporated in the “Kawasaki City Housing Ordinance( tentative name )”
3. Enrich the quality of public relations materials in foreign languages and establish an information corner for foreign residents.

1. Improve methods of support for international students, including reexamination of the scholarship system for international students to better reflect reality.
2. Urge the Minister of Justice to reform the Immigration Control Administration, Foreign residents need stable residential status if they are to participate in and contribute to the local community as citizens.
3. The following supplements to the 1996 proposal: to establish a Kawasaki Housing Ordinance (provisional name).
4. To promote international exchange projects in Kawasaki City, encourage foreign residents to take part in event planning.

1. To secure a place where all children, including foreign children, can spend their time after school fruitfully and without worry.
2. Appeal to the Ministry of Education that graduates of international schools and Korean-run schools be allowed to sit for national university entrance examinations, and for assistance for these schools.
3. Appeal to the national government to pay pensions to elderly foreign residents and seek a raise in Kawasaki City welfare payments to elderly foreign residents.
4. Enrich international exchange and support for foreign residents in the community, and promote “internationalization within”.

1. Promote multicultural understanding among schools, parents, community residents and citizens.
2. Widely publicize the existence of a consultation service for foreigners, including among foreign residents living in the community.
3. Strive for the elimination of discrimination in employment based on nationality (goal).
4. Appeal to the Ministry of Justice for the improvement of immigration control administrative reform so that foreign residents may live without anxiety (supplementary opinion to fiscal 1997 proposal).

1. Secure opportunities for children of foreign parents/guardians to study their native language.
2. Improve the long-term care insurance system and welfare system for foreign resident senior citizens.

1. Enrich support for foreign guardians and students in schools.
2. Promote the creation of a system that makes it possible for foreign residents to obtain the information they need, when they need it.

1. Create and educational environment in municipal elementary, junior high and high schools that fosters a greater level of international understanding among students and teachers and a respect for other cultures.
2. Provide support for foreign parents so they can better understand Japan’s education system and be independent and confident caregivers.
3. To enable foreign residents to be active members of their local communities and participate in the city7s administration, Kawasaki City should give foreign residents the right to vote in local referendums when creating its local referendum system.
4. Create an environment in which foreign residents have access to quality housing, stable living arrangements and easy access to public housing.
5. Urge the national government to improve its lump-sum withdrawal system for the pension plan.

1. The educational system needs to be improved so that children whose first language is not Japanese can receive educational support corresponding to their backgrounds, ages and skills.
2. Foreign residents should be encouraged to participate more in city government to make Kawasaki an attractive community for both foreign and local residents.
3. Methods for providing information should be reviewed as part of efforts to make information foreign residents need more easily accessible.

1. Develop a system for supporting children who want to continue their education beyond compulsory education so that children whose native language is not Japanese can live independently and support themselves in Japanese society.
2. Promote the development of system that ensure that foreign residents who are not fluent in Japanese and not familiar with Japanese customs will know what to do in the event of an emergency.
3. Ensure that ward offices, as administrative portals most often used by local residents, can adequately provide information to foreign residents with a low level of Japanese skill.

1. Bolster support to help children with foreign backgrounds advance to high school. 
2. Expand education for multicultural understanding in elementary and junior high schools.
3. Create systems that provide foreign residents secure access to health care in their communities.
4. Cultivate people with the specialized knowledge needed to respond to the various consultation needs of foreign residents and facilitate support for problem solving.

1. Conducting a survey of foreign residents every five years.
2. Urging the central government to set up a pension system that any resident can join.
3. Increasing opportunities for multicultural education, and enriching the content of this education (Opinion supporting the proposal for FY 2009.)
4. Promoting system to address bullying at school, and providing better support to parents.

1. Promoting better services for foreign residents at ward offices.
2. Bolster support to help foreign residents understand the Japanese education system, so that guardians will be able to educate their children at home without worries.
3. Urge the Ministry of Justice to improve the immigration system, so that the foreign residents will be able to contribute to Japan from both social and economic standpoints through utilization of their talents and labor, by enabling a more stable family environment.

1. In order to improve support for foreign residents (information provision and distribution, advice services) and multicultural life (cross-cultural encounters, improved international understanding, gathering places and network creation), we propose that the city promote the creation of local hubs to act as intermediates in linking residents both to the city government and to each other.
2. We propose that the city promote the provision of multilingual information on childbirth and child raising, so that foreign residents can raise their children in Japan without undue stress.

3. We propose that the entrance examination system for high schools and post-entry support for children with foreign roots be improved, so that no such children have to give up on advancing to high school due to the language barrier.

4. We propose that the city act to bring an end to accommodation discrimination.

5. We propose that the city improve its provision of information in “Easy Japanese”.

1. Support foreign residents to live confidently as independent citizens of the city.
2. Move forward with the creation of systems and structures to support foreign residents in times of disaster, and enable multi-cultural coexistence in evacuation centres.
3. Enhance multilingual assistance for child day care applications in order to support foreign residents in child raising and finding employment.
